Water proof does not mean Rot proof
Painting over the wood is not enough to make it rot proof. Most of the paints would prevent from water to be in direct contact with the wood. The point to consider is that there are other ways for wood to rot. Dry rot is one such way, these days it is more commonly known as brown rot.
How to detect dry rot?
Both of these names suggest features of this type of rotting. First it does not need a moist environment second it causes the paint over wood to go brown. The browning of the paint might be cause of something else. For this reason you need to just poke the wood with a screw driver. If the screw driver penetrates the wood easily, this means you have an issue of Dry rot.
